2019 was the second warmest year in the history of observations and the end of the warmest decade (2010-2019) in the history of observations. In 2019, new record levels of carbon dioxide (CO2) and other greenhouse gases in the atmosphere were registered. Taking urgent action to combat climate change and its impacts is one of the targets of Sustainable Development Goal 13.

In 2016 the Republic of Belarus joined the Paris Agreement, and earlier the UN Framework Convention on Climate Change and the Kyoto Protocol. Belarus has undertaken to reduce greenhouse gas emissions by at least 28 percent of 1990 levels by 2030. In order to implement the Paris Climate Agreement, a national long-term development strategy for Belarus with low greenhouse gas emissions until 2050 is envisaged. The Strategy will be prepared by the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus together with stakeholders during 2021-2022.

The contribution to reducing greenhouse gas emissions includes the development of renewable energy sources, the use of energy-efficient technologies, increasing forest cover, and the development of electric transport, which, in addition to reducing emissions into the atmosphere, reduces noise and improves the quality of life in the urban environment.

As part of a World Intellectual Property Organization project, the Belarusian State University has established a Center for Technology and Innovation Support. The initiative is being implemented in Belarus by the National Centre for Intellectual Property (NCIS).

The aim of the Center is to facilitate the search for information on existing scientific achievements and to assist young researchers and teachers in their research work. Innovations help free up economic forces that create employment and income. They play a key role in introducing and promoting new technologies, facilitating international trade and ensuring efficient use of resources. Intensified research is key to achieving SDG 9.
