A statistical booklet on the progress of the Republic of Belarus in achieving Sustainable Development Goals has been published

Based on the results the Sustainable Development Goals monitoring, the National Statistical Committee of the Republic of Belarus has prepared a statistical booklet “Belarus Ещцфквы еру Sustainable Development Goals, 2020”.

The National Statistical Committee of the Republic of Belarus (Belstat) coordinates the Sustainable Development Agenda-2030 monitoring and evaluation in Belarus.

Progress in achieving the SDGs is monitored by the national SDG indicators data analysis. The publication uses infographics to present indicators reflecting the sustainable development of the Republic of Belarus for each of the 17 SDGs over a five-year period, including international rankings such as Human Development Index, Food Security Index, Gender Gap Index and others.

The statistical booklet can be downloaded from the website of the National Statistical Committee of the Republic of Belarus in Russian and English, as well as from the Database section on the national ustainable development portal.

Data on SDGs indicators can be found on the National Platform for Reporting Indicators of SDGs.

World Mental Health Day has been celebrated in the world since 1992 at the initiative of the World Federation For Mental Health and with the support of the World Health Organization. Its aim is to inform about mental health problems, how to strengthen it, the prevention and treatment of mental disorders. Every year this day is dedicated to a specific theme, which in 2020 is “Mental Health for all”.

Ensuring a healthy lifestyle and promoting well-being for all at all ages are important components of sustainable development (SDG 3). One of the  SDG 3 targets is by 2030 to reduce by one third premature mortality from non-communicable diseases through prevention and treatment and promote mental health and well-being. Mental illness is the second most significant cause of the disease burden in the European region and a frequent cause of disability.

Information on psychiatric care in the Republic of Belarus, statistics on morbidity and disability related to mental diseases, as well as on changes in the Law of the Republic of Belarus “On Psychiatric Care” can be found on the website of the Ministry of Health of the Republic of Belarus.

The Youth Media Festival “Voices of Youth for Sustainable Development” is part of the Action Plan of the youth campaign “Towards the future we want”, which is held in the framework of the UN 75th anniversary celebration. The final took place on September 25, 2020 at the Maxim Tank Belarusian State Pedagogical University.

The final of the media festival included 19 videos created by teams of secondary schools, gymnasiums, lyceums, colleges and universities from Mogilev, Brest, Minsk, Vitebsk and Grodno regions. The videos are dedicated to the following topics: “We are agents of sustainable change”, “Towards a new Earth ethic”, “The future we want: UN75”, “The climate is changing. And you?”, “Tell us about the Sustainable Development Goals” and “Belarus is inclusive”. The works of the winners will be shown at the thematic discussion platform “Towards the future we want: youth position” in December 2020.

A meeting of the Council for Sustainable Development was held on June 23, 2020 by videoconference. The meeting of the Council for Sustainable Development was opened by Anatoli Isachanka, National Coordinator for Sustainable Development Goals. In his speech, the National Coordinator for Sustainable Development Goals drew attention to the fact that now the key attention should be paid to the development of the draft National Sustainable Development Strategy of the Republic of Belarus for the period up to 2035 and state programs for the next 5 years, taking into account the Sustainable Development Goals. According to Anatoli Isachanka, localization of Sustainable Development Goals is the most important step in implementation of the Sustainable Development Agenda until 2030 in the Republic of Belarus. According to him, the main drivers of regional sustainable development are specialization, comprehensiveness, initiative and cooperation.

Ioana Kazana-Wisniowiecki, UN Resident Coordinator in Belarus, spoke about partnership and contribution of UN agencies to the implementation of the Sustainable Development Agenda until 2030 in Belarus. 

The meeting of the Council for Sustainable Development considered the work of the entire architecture for managing the process of achieving Sustainable Development Goals. The members of the Council for Sustainable Development presented brief reports on the work done and prospects for the coming year. Coordinators of the Sustainable Development Partnership Group presented information on the work done and proposals for strengthening partnership between the Council, business and public organizations. 

The meeting also discussed current issues related to sustainable development in the context of the COVID-19 pandemic, opportunities and needs to overcome its consequences, as well as the development of international programs and documents on sustainable development.

The website sdgs.by has been supplemented by the section “Sustainable development goals in clear language”. The section presents the preamble, the Dictionary and each of the Sustainable Development Goals.

Clear language is understandable for people who have difficulties in reading and understanding the text. It has a shortened dictionary,  simplified structure of statements, and the text is written and placed according to certain rules. 

The use of a clear language contributes to inclusion and the building a just society for all. The National Plan of Action for the implementation in the Republic of Belarus of the Convention on the Rights of Persons with Disabilities for 2017 — 2025, approved by the Council of Ministers of the Republic of Belarus on June 13, 2017 № 451, notes that to expand the information environment for people with hearing, speech and (or) sight impairment it is necessary to ensure the full perception of information provided in media, art, radio and television programs.

The section “Sustainable development goals in a clear language” was created within the framework of the UNDP/UNICEF/UNFPA project “Supporting the functioning of the architecture for the Sustainable Development Goals management in the Republic of Belarus”.  

Information about Sustainable Development Goals in the clear language has been prepared by the public association “Belarusian Association for Assistance to Children and Young People in Disabilities” by request of UNDP in the Republic of Belarus. 

In 2020, the theme of World Day to Combat Desertification and Drought is “Food. Feed. Fiber.” Today 70% of all lands in the world have already been taken out of their natural state, which creates an excessive load on productivity and on irreplaceable land resources condition.

Land conservation and restoration is an integral part of achieving Sustainable Development Goals (1, 2, 13, 15) and has many associated benefits.

In today’s globalized world, our food and clothing affect the soil thousands of kilometres away. But everyone can protect land resources if they change their lives a little, which helps maintain local well-being and sustainable ecosystem services. For this purpose, you can buy food and clothing without excess so that the amount of food waste and unnecessary clothing becomes minimal.

The Republic of Belarus also pays attention to preventing land degradation. The relevant National Action Plan is being implemented: it includes environmental rehabilitation of disturbed peatlands, reforestation after forest fires and reforestation on spreading sands, slopes and ravines. The use of minimum tillage and precision farming technologies in the application of mineral fertilizers and plant protection products is expanding, which allows to minimize the inflow of chemicals into the soil. Scientific institutions, such as Institute of Soil Science and Agrochemistry, Belarusian State University and Institute of Forestry work with the issue of land degradation prevention. An agreement on cooperation on peatland restoration in the Gomel region was signed with the support of the Government of the Republic of Korea and the United Nations Convention to Combat Desertification under the phase 2 of the project “Rehabilitation of drained peatlands in Belarus”. A National Action Plan for the Prevention of Land Degradation 2021-2025 is being developed. It will contribute to water retention and groundwater level rise, recreating field protection plantations and other measures to prevent land degradation.

In April-May 2020 a series of open regional discussions “The future we want: our ideas and actions” took place in the Republic of Belarus within the framework of the Youth campaign “Towards the future we want” dedicated to the 75th anniversary of the United Nations Organization.

The participants of the discussions were students of pedagogical classes and schools – members of the Association “Education for Sustainable Development”, Youth Ambassadors of SDGs and students of regional universities, teachers. The topics of the regional discussions covered various aspects of the activities of UN agencies in the Republic of Belarus, current problems in the region and the possibility of including youth in their solution. The most active discussions were raised by the following questions:

  • Adaptation to climate change and innovation in emergency response as a condition for counteracting and minimizing environmental and socio-economic risks (United Nations Development Programme (UNDP) in Belarus, EE “Polessky State University”, 24 April 2020);
  • Specifics of interaction with adolescents in conflict with the law: restorative justice, mediation, punishment unrelated to imprisonment, interaction with young people (UN Children’s Fund (UNICEF) in the Republic of Belarus, EE “Baranovichi State University”, May 5, 2020);
  • Issues related to safe migration, the prevention of trafficking and implementation of joint thematic projects (Office of the International Organization for Migration in Belarus, “Baranovichi State Pedagogical University” enterprise, 5 May 2020). M. Tank Belarusian State Pedagogical University”, Minsk Regional Institute of Education Development, 18 May 2020);
  • Stigmatization and discrimination in modern society, prevention of social diseases (Joint United Nations Programme on HIV/AIDS (UNAIDS), Gomel Regional Institute for Education Development; EE “Skorina Gomel State University”, 19 May 2020);
  • Assistance to refugees, reduction in the number of stateless persons, prevention of sexual and gender-based violence (Office of the United Nations High Commissioner for Refugees, EE “Vitebsk State University named after P.M. Masherov”, GUDEO “Vitebsk Regional Institute for Education Development”, 20 May 2020);
  • Gender equality and gender stereotypes in modern society (United Nations Population Fund (UNFPA), GUDE “Grodno Regional Institute for the Development of Education”, EE “Grodno State University named after P.M. Masherov”, Kupala State University of Grodno, 21 May 2020);
  • Building the professional competence of graduates, the possibility of creating career centres as a platform for the association of students and potential employers (UNDP in the Republic of Belarus, EE “Mogilev State University named after M. Tank”, EE “Mogilev State University named after M. Tank”, A.A. Kuleshov Mogilev State University”, EE “Mogilev State Regional Institute of Education Development”, 29 May 2020).

A logical continuation of the discussion of the problems raised during the regional discussions will be the inclusion of young people in the implementation of socially important projects and their participation in a series of youth actions and initiatives “Leaving No one Behind” and media festival “Voices of Young People for Sustainable Development“.

The youth campaign “Towards the future we want” was initiated by the Ministry of Education and the United Nations Office in Belarus. The Generation 2030 Report on Achieving Sustainable Development Goals for Children and Adolescents has been prepared as part of a cooperation plan between the United Nations Children’s Fund (UNICEF) in the Republic of Belarus and the Ministry of Economy of the Republic of Belarus, based on the results of a study of government investment in developing the potential of children and adolescents to achieve Sustainable Development Goals.

The report presents an analysis of the baseline level of SDGs indicators characterizing the situation of children and adolescents in the Republic of Belarus. It consists of two sections: the first deals with the socio-economic situation of children and adolescents in Belarus, taking into account the focus on achieving the SDGs. The second section formulates the goal, objectives and priority areas of policy in the field of sustainable development of children and adolescents up to 2035.

The study provided an evidence-based basis for developing a draft section on sustainable development for children and adolescents for the National Sustainable Development Strategy of the Republic of Belarus for the period until 2035. 

Focusing on future generations (children and adolescents) is one of the four accelerators for achieving Sustainable Development Goals in Belarus.
