On November 30, 2023, the opening ceremony of the 28th Conference of the Parties to the UN Framework Convention on Climate Change took place in the United Arab Emirates. The President of the Republic of Belarus headed the Belarusian delegation and made a statement on December 1. The text of the speech is available via the link.
For two weeks, members of delegations, experts, analysts, and media representatives discussed the topics of transition to clean energy, decarbonization, adaptation to climate change, financing climate projects, as well as the steps necessary to accelerate the adoption of measures to mitigate the effects of climate change.
Conferences of the Parties have been held annually since 1995 as the supreme decision-making body of the UN Framework Convention on Climate Change. In 1997 in the further development of the provisions of the Framework Convention, the Kyoto Protocol was adopted to reduce greenhouse gas emissions, while in 2015, the Paris Agreement was reached enshrining the goal vital for all humanity – to prevent an increase in the average temperature of the Earth by more than 2°C in the current century, while simultaneously trying to reduce this figure to 1.5°C. Belarus, along with more than 190 countries, is a party to all of the mentioned international documents.
As part of the Paris Agreement, the Republic of Belarus initially committed to reducing greenhouse gas emissions by 28% by 2030 compared to 1990 level. Now this indicator has been raised by the country to 35%. To implement its obligations, Belarus is developing strategic and program documents, including action plans in the fields of adaptation to climate change, increasing the absorption of greenhouse gases by sinks, adapting forestry and agriculture to climate change for the period until 2030, as well as long-term development strategies for the republic aiming at low greenhouse gas emissions. Forestry and agriculture are the most vulnerable sectors to climate change in the country.
The republic’s active participation in the implementation of the provisions of the UN Framework Convention on Climate Change is important to achieving Sustainable Development Goal 13 and other SDGs by the Republic of Belarus.

On December 13-15, 2023, the Belarusian State University is hosting a school for young scientists, organized with the aim of popularizing scientific innovation activities and providing support to young scientists in the implementation of their scientific ideas. The organizers of the school are the Council of Young Scientists under the Ministry of Education of the Republic of Belarus and the Belarusian State University.
The educational event will bring together about 150 students, undergraduates, and graduate students from more than 20 higher education institutions.
As part of the classes, young scientists will become familiar with the activities of the Belarusian Republican Foundation for Basic Research, the Higher Attestation Commission, the system «Anti-Plagiarism», and learn about ways to support talented scientific youth. Also, participants will learn effective management of scientific work, public speaking, media literacy, information tools for publishing, the basics of intellectual property, etc.
Conducting a school for young scientists will contribute to the achievement by the Republic of Belarus of Sustainable Development Goals 4, 8, 9 and other SDGs.

On December 7, 2023, within the framework of the «Sustainable University» project, Youth Ambassadors of SDGs 3 and 5 and members of the SDG Volunteer Team took part in a training seminar for students of the educational institution «Belarusian State Pedagogical University named after. M. Tanka».
The event was organized by the Republican Youth Center and the Coordination Center «Education for Sustainable Development» of the educational institution «Belarusian State Pedagogical University named after. M. Tanka» in order to popularize the Sustainable Development Goals and inform about the competition «Youth Ambassadors of the SDGs – the future of the planet is in our hands».
During the event, a thematic lecture «SDGs: Let’s Achieve Together», team building training and intensive project activities were held.

December 8, 2023 on the basis of the educational institution «Belarusian State Pedagogical University named after. M. Tanka» held the III International Scientific and Practical Conference «Socio-pedagogical and psychological support of parenthood: experience, problems, prospects».
Over 140 representatives of educational institutions, practitioners from the Republic of Belarus, the Russian Federation, the Republic of Kazakhstan, the Republic of Uzbekistan and the People’s Republic of China took part in the conference.
As part of foresight sessions, a panel discussion and a round table, experts discussed topical issues of the formation of family values, raising children in the family, psychological and pedagogical support for parents, as well as the experience and prospects for implementing the Republican project «Parent University».
The Institute of Family and Marriage and pedagogically competent parents play a priority role in the socialization of the child in society, which makes an important contribution to the achievement of the Sustainable Development Goals by the Republic of Belarus.

On December 14, 2023, the State Educational Institution «Republican Center for State Environmental Expertise, Training, Advanced Training and Retraining of Personnel» of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus will hold a thematic online seminar on raising awareness of persistent organic pollutants.
The event was organized within the framework of the international technical assistance project «Sustainable management of persistent organic pollutants and chemicals in the Republic of Belarus, GEF-6».
Representatives of territorial bodies of the Ministry of Natural Resources, as well as owners of PCB-containing equipment are invited to participate.

Raising awareness of persistent organic pollutants makes an important contribution to ensuring the protection of public health and the environment, as well as to the achievement by the Republic of Belarus of Sustainable Development Goals 3, 12, 13 and other SDGs.
In accordance with the Order of the Operational Analytical Center under the President of the Republic of Belarus dated June 1, 2022 № 94 «On the state information resource «Register of Personal Data Operators», from January 1, 2024, the information resource «Register of Personal Data Operators» will begin to function in Belarus. It will be launched in test mode in December 2023.
The register will contain information about information resources (systems) through which the transfer of special personal data, processing of biometric and (or) genetic personal data, personal data of more than 100 thousand individuals and more than 10 thousand individuals under the age of sixteen will be carried out years.
The operator or authorized person must enter information into the register no later than January 15, 2024. All information is entered into the database electronically. To do this, you need to go through the registration procedure in your personal account and authentication using an electronic digital signature.
The functioning of the Register of Personal Data Operators will make an important contribution to the achievement by the Republic of Belarus of Sustainable Development Goal 9 and other SDGs.

On December 1-2, 2023, the State Educational Institution «Republican Center for State Environmental Expertise, Training, Advanced Training and Retraining of Personnel of the Ministry of Natural Resources and Environmental Protection» held the first series of events of the Republican Seminar «Increasing awareness of civil society on environmental issues to achieve sustainable development goals».
Public ecologists, representatives of territorial authorities, environmental institutions, environmental public associations, teachers of educational institutions, and proactive citizens took part in the event.
The seminar covered the legal framework for environmental protection and natural resource management in Belarus, the management of production and consumption waste, the protection of flora and fertile soil, and the experience of the Berezinsky Biosphere Reserve in the conservation, study and rational use of natural complexes. The seminar participants also discussed public participation in making environmentally significant decisions, the rational use of natural complexes, and the role of environmental institutions in the development of environmental education and tourism.
The second series of events of the Republican seminar «Increasing awareness of civil society on environmental issues to achieve sustainable development goals» is scheduled for December 8-9, 2023.
On December 4, 2023, in order to create a unified scientific platform for promoting innovative developments in medicine, veterinary medicine, and pharmaceuticals in the Vitebsk region, an agreement was signed on the creation of a scientific and educational cluster «Medicine and Pharmaceuticals – Innovative Projects».
The cluster united all institutions of higher education in the Vitebsk region, the Vitebsk Regional Marketing Center, the small business incubator «Law and Order», the enterprises of the Republican Unitary Enterprise «Pharmacia» and LLC «VitVar». It is planned that in the future industrial enterprises, research centers, laboratories, and marketing organizations not only from Belarus, but also international ones will join the cluster.
The cluster’s activities will be aimed at stimulating innovative entrepreneurship, commercializing scientific developments, supporting start-ups and small businesses, expanding opportunities for realizing the potential of young scientists, improving their skills and competencies.
The creation of an educational and scientific cluster «Medicine and Pharmaceuticals – Innovative Projects» will contribute to the development of the economic and educational potential of the Vitebsk region, which will contribute to the achievement by the Republic of Belarus of Sustainable Development Goals 3, 4, 8, 9, 11 and other SDGs.

On December 5, 2023, on International Volunteer Day, the II Republican Meeting of Volunteers of the «Silver» Age was held in Mogilev.
The Republican gathering brought together about 200 of the most active representatives of the «silver» volunteer movement with the aim of exchanging best practices and initiatives.
Currently, here are 1.5 million people aged 65+ living in Belarus. About 10.7 thousand are «silver» age volunteers who carry out activities in cooperation with social service institutions – implement various initiatives aimed at caring, supporting, training older citizens and people with disabilities, participate in social activities and promote a healthy lifestyle. In general, in 2023 the number of «silver» age volunteers increased by almost 17%.
The significance of volunteer activity and the need for its development, noted by the National Strategy of the Republic of Belarus «Active Longevity – 2030», contributes to the involvement of older citizens in the active life of society, as well as in the implementation of the Agenda for Sustainable Development for the period up to 2030.
