Short description

The initiative “Berezovsky Industrial Cluster” is an example of a model aimed at stimulating sustainable economic development at the local level in the Republic of Belarus. The main goal of the cluster is the development and production of domestic gas and electric boilers for import substitution and their export to international markets. The idea of its creation received the support of local authorities, the fund for promoting sustainable development of territories “Partnership in Action”, as well as three manufacturing enterprises: OJSC “Teplopribor”, LLC “Beldilard”, LLC “Boiler Group”. A number of organizations and educational institutions, including the Beloozersky College of Electrical Engineering, have also expressed interest in developing this initiative.

CONTENTS OF THE ACTIVITY

The Cluster was launched in March 2021 and brings together the various resources and capabilities including technical, design and engineering resources, finance, intellectual capital and partnerships held by its members.

The objectives of the Berezovsky Industrial Cluster are:

Development of innovative products. Creation and implementation of new technologies for the production of gas and electric boilers that meet modern market requirements and environmental standards.
Increasing competitiveness and import substitution. Replacement of imported products on the market with high-quality domestic gas and electric boilers. Strengthening economic independence and stimulating local economic growth.
Expansion of sales markets. Search and development of new domestic and international markets for cluster products, including the development of marketing strategies and brand promotion.
Human capital development. Organizing training and advanced training programs for cluster employees, studying best practices in the field of management, production and innovation.
Strengthening cooperation between cluster participants. Increasing the efficiency of collaboration through the exchange of knowledge, experience and resources allowed us to optimize production processes and reduce costs. Improving productivity and efficiency, attracting talented specialists to the cluster.

The Berezovsky industrial cluster offers a wide range of products and services in the fields of heating and metalworking, including engineering solutions – from consultations to installation of boiler systems. He actively works to develop and implement the latest technologies in heating, conducts training programs to optimize the use of heating equipment and provides quality metal processing services.

KEY STEPS OF IMPLEMENTATION:

Combining the resources and competencies of three enterprises, as well as a local fund for promoting sustainable development. A clear vision and strategy for the development of the “Berezovsky Industrial Cluster” for the medium term has been developed.
Actively involving the local community and business through organizing meetings, round tables, educational events and trainings with the participation of government officials, leading industrial enterprises, scientific and educational institutions, as well as entrepreneurs from the Berezovsky district.
Development of technical documentation for the production of boilers, including detailed feasibility studies and technical specifications for the creation of a series of gas and electric domestic boilers. The involvement of qualified performers from design bureaus and technical departments ensured the development of the required design documentation from scratch, which made it possible to create prototypes of electric and gas boilers.
Patenting and intellectual property protection. Obtaining a patent for gas and electric boilers, participating in activities to develop trademarks and build a brand contributed to strengthening the competitive position of the “Berezovsky Industrial Cluster” in the market, increasing recognition of its products and protecting innovations from unauthorized use.

The main challenge in the development of the cluster is the lack of specialized components for the production of boilers on the domestic market and the need to search for appropriate foreign analogues. The transition to mass production will allow the Berezovsky Industrial Cluster to produce up to 7,000 gas and 6,000 electric boilers annually, successfully meeting the demand of the Brest region for these products.

RESULTS AND IMPACT OF THE INITIATIVE

The initiative “Berezovsky Industrial Cluster” was included in the Roadmap for the involvement of small and medium-sized businesses in import substitution, establishing cooperation chains with large industrial enterprises for 2021-2022 of the Brest region, as a significant project for the development of the region. Beloozersky College of Electrical Engineering initiated the training of qualified specialists to work at cluster enterprises. Business representatives from the Gomel region joined the cluster, which confirmed the growing interest in its initiative from various regions and companies. Thus, the Cluster makes a significant contribution to strengthening the country’s industrial potential, opening up new prospects for economic growth and improving the quality of life of the population.
