Belarus develops draft law on social services

In the Republic of Belarus, a draft law «On changing laws on social services» has been developed, which provides for the creation of conditions for the longest possible stay of disabled citizens at home, the development of hospital-replacing forms of social services and informal care.
The main innovations of the bill include:
- determining the need for social services based on an assessment of the individual needs and living conditions of the elderly and disabled;
- integration of the care allowance into the social service system;
- introduction of new approaches to the activities of boarding schools;
- integration into the system of social services of centers (houses) for temporary stay of persons without a main place of residence, houses of accompanied residence.
Improving the system of social services makes an important contribution to the achievement by the Republic of Belarus of Sustainable Development Goals 1, 3, 10 and other SDGs.
