Changes in approaches to the formation of state programs for the new five-year plan were discussed in Minsk

On June 11, 2025, a meeting of the Presidium of the Council of Ministers “On the implementation of state programs, including the assessment of the effectiveness of their implementation in 2021-2024” was held in Minsk. During the meeting, the effectiveness of the implementation of state programs in 2021-2024 was reviewed through the prism of preparations for the next program cycle for 2026-2030, and its priority areas were identified.

It was noted that 29 government programs are being implemented in the current five-year plan, which are subject to evaluation. According to the report of the interdepartmental commission under the Ministry of Economy of the Republic of Belarus for 2024, two thirds of government programs are recognized as highly effective and efficient. As part of their implementation, more than 17 million square meters of apartments have been built, including more than 1 million square meters of rental buildings. 119 healthcare facilities, 48 kindergartens and 21 schools were put into operation. More than 13 thousand km of roads have been built and repaired.

Among the priority areas of development for the next five years are the construction of high-quality roads, increasing the use of municipal solid waste, and developing the potential for the use of pellets. Thus, 25 thousand km of highways will be repaired and reconstructed, which is 1.9 times more than planned for 2021-2024. In the framework of waste management, attention will be paid to minimizing the disposal of municipal solid waste in landfills, and the effective involvement of secondary raw materials in economic turnover. As for pellets, it is planned to increase their use in the domestic market of the country. Today, the capacity of enterprises producing pellets is used by less than 10%. It is necessary to speed up the work on the conversion of boilers to the use of this type of fuel.

The meeting also noted the need to increase the link between the indicators of the socio-economic development program and government programs, the inclusion of all infrastructure projects for the construction of social facilities in the programs, as well as the introduction of an information system through which control, monitoring and evaluation of the effectiveness of state programs will be carried out.

To date, a draft list of government programs for 2026-2030 has already been prepared, which includes about 20 programs.
