Conditions for the integration of people with disabilities are being created in Belarus

6 December 2022

December 3 is celebrated annually as the International Day of Persons with Disabilities, which aims to raise public awareness of disability issues, as well as draw attention to the benefits of an inclusive society.

In the Republic of Belarus, there are fewer and fewer barriers for people with disabilities. A significant step along this path was the adoption of the Law of the Republic of Belarus «On the rights of persons with disabilities and their social integration», which will enter into force in January 2023.

The law implements a comprehensive approach that involves the creation of an inclusive universal environment for people with disabilities.

The main changes envisaged by the Law «On the rights of persons with disabilities and their social integration» include:

  • introduction of a new type of social service institutions – centers for social rehabilitation and habilitation of the disabled, as well as the possibility of opening social rehabilitation and habilitation departments based on boarding schools;
  • increase in the period of adaptation to work;
  • job quotas;
  • work will continue to create an accessible environment – it is planned to fully equip 8 thousand social infrastructure facilities by 2025;
  • the need to obtain qualifications for sign language interpreters is introduced, etc.

The formation of an inclusive society and the creation of a universal environment for people with disabilities makes an important contribution to the achievement by the Republic of Belarus of Sustainable Development Goals 8, 10, 11 and other SDGs.
