Government updated the state program “Comfortable housing and a favorable environment” for 2021-2025

Resolution of the Council of Ministers of the Republic of Belarus dated July 9, 2025 No. 377 amended the State Program “Comfortable Housing and a Favorable Environment” for 2021-2025.

The changes provide for an increase in funding for certain positions. A set of measures to increase the use of wood fuel pellets has also been clarified, and the list of boilers being converted to wood pellets has been updated.

The state program “Comfortable Housing and a favorable environment” is aimed at further developing housing and communal services, public services, and increasing the availability of energy and gas supply in populated areas. The program includes 7 subprograms: “Accessibility of services”, “Landscaping”, “Efficient heat supply”, “Housing repairs”, “Clean water”, “Goal 99”, “Development of the electric power industry and gasification of settlements”.

To implement the program, a set of measures has been identified, including providing benefits to the population for housing and communal services, non-cash housing subsidies, development and improvement of technical regulatory legal acts in the field of housing and communal services, maintenance and restoration of sanitary and technical condition of adjacent territories of apartment buildings, outdoor lighting of settlements, purchase and replacement of elevators, construction of water intake wells, improvement of municipal waste management systems, etc.

The implementation of the measures of the State Program “Comfortable Housing and a favorable environment” contributes to the achievement by the Republic of Belarus of the Sustainable Development Goal 11 and the other SDGs.
