On August 6, 2024, a press conference “Important aspects in the state’s social policy: innovations in legislation on social support for disabled people” was held in Minsk.
During the press event, representatives of the Ministry of Labor and Social Protection of the Republic of Belarus discussed innovations in the legislation on social support for people with disabilities, the effectiveness of existing laws, measures taken to root an inclusive environment in the Republic of Belarus, the specifics of regulating the work of people with disabilities, the involvement of people with disabilities in the life of society, measures implemented to support families and other issues.
Today, 6% of the total population of Belarus live with disabilities. Guarantees for the formation of an inclusive environment, ensuring equal rights for people with disabilities to participate in the life of society, health care, education, free choice of employment, as well as ensuring equality and non-discrimination on the basis of disability are enshrined in the Law “On the Rights of Disabled Persons and Their Social Integration”. This Law integrates the provisions of the laws “On the Social Protection of Disabled Persons in the Republic of Belarus” and “On the Prevention of Disability and Rehabilitation of Disabled Persons”, as well as the provisions of the Constitution of the Republic of Belarus and the Convention on the Rights of Persons with Disabilities.
In addition, the provisions of the Law of the Republic of Belarus dated December 13, 2023 No. 318-Z “On Amendments to Laws on Social Services and Social Payments” has been implemented in Belarus since July 2024. The law approved new principles of social services for elderly citizens and people with disabilities, aimed at creating conditions for the longest possible residence of recipients of social services at their place of residence by organizing their social services taking into account the degree of loss of health, equipment of living space and the availability of a social environment.
