Manual for compiling a list of state programs for 2026-2030 was prepared in Belarus

The Ministry of Economy of the Republic of Belarus has prepared the manual for compiling a list of state programs for 2026-2030.

The manual contains information on which regulatory legal acts govern the process of compiling the list, which state programs can be included, and who forms and makes proposals for their inclusion in the list. The document also contains the stages and deadlines for compiling the list, the structure for drafting a proposal for inclusion of the state program, and indicates how the proposal should reflect the compliance of the state program objectives with the Sustainable Development Goals and the provisions of the National Sustainable Development Strategy of the Republic of Belarus until 2040.

Thus, the following state programs may be included in the list for 2026–2030:

• programs formed in 2021 taking into account the principle of continuity of their implementation;
• programs that provide mechanisms for solving problems, programs for socio-economic development and national security (“Transport Complex”, “Agriculture”, “Digital Development”, “Tourism”, etc.);
• programs providing for ensuring the functioning of government bodies (“Mass Information and Book Publishing”, “Public Finance Management”, “Law and Order”, “Foreign Economic Activity, etc.);
• permanent programs (“People’s Health and Demographic Security”, “Social Protection”, “Labor Market and Superficial Presence”, “Оvercoming the Consequences of the Chernobyl Disaster”, etc.).

Proposals for the inclusion of state programs in the list for 2026-2030 will be submitted to the Ministry of Economy of the Republic of Belarus by October 25, 2024. The Draft list of state programs will be submitted for consideration by December 1, 2024.

The development and implementation of state programs contributes to the implementation of the 2030 Agenda.
