New mechanism to support investment projects will be introduced in Belarus from 2025

Since 2022, the program “One District – One Project” has been implemented in Belarus, aimed at strengthening the Belarusian economy and activating investment activities.
In developing and implementing the program, the government adopted a list of more than 200 projects, including the development of new industries and enterprises and the creation of infrastructure. 28 such projects were implemented in 2021–2023 and 180 – in 2024.
Starting from 2025, the program “One District – One Project” will be transformed: the Ministry of Economy of the Republic of Belarus, together with the Development Bank, is developing a procedure for interaction to implement the new Regional Initiative mechanism. Its goal is to provide support to investors without including projects in any lists. It is planned to provide financial support to small and medium-sized businesses when implementing projects in the regions (except for the capital, regional centers and adjacent areas).
The following will be able to receive preferential financing:
- preferential projects – with a basic package of benefits in accordance with the Law “On Investments”;
- industrial mortgage projects – construction and leasing of premises for new production facilities;
- “gazelle” enterprises (demonstrating high growth rates).
The implementation of the program “One District – One Project” contributes to the achievement of the Sustainable Development Goals 8, 9, 10, 11 and the other SDGs by the Republic of Belarus.
