The main directions of the state housing policy up to 2030 have been defined in Belarus

By the Resolution of the Council of Ministers of the Republic of Belarus No. 144 of March 7, 2025 the Concept of the State Housing Policy of the Republic of Belarus up to 2030 was approved.

The document defines the main directions and ways of realization of the state housing policy of Belarus until 2030.

As stated in the document, the main objectives of the state housing policy in the field of providing citizens with housing for the period up to 2030 are increase of the availability and improvement of housing for the population. In order to achieve them, it is planned to solve the following tasks:

• determination of approaches to the implementation of urban planning policy;
• determination of mechanisms and tools to improve housing affordability;
• elaboration of recommendations on the development of individual housing construction;
• development of measures to attract investment in housing construction;
• development of measures to stimulate the development of the state system of CSH and mortgage lending;
• determination of directions for the development of rental housing and social housing premises;
• determination of indicators and corresponding indicators for assessing the effectiveness of the state housing policy in the field of housing provision for citizens.

The plan of measures to implement the provisions of the Concept will be developed by the Ministry of Architecture and Construction of the Republic of Belarus together with the republican state administration bodies, regional executive committees and Minsk City Executive Committee by the end of May 2025.

The implementation of the Concept of State Housing Policy of the Republic of Belarus until 2030 will contribute to the achievement of the Sustainable Development Goal 11 and the other SDGs by the Republic of Belarus.
