Resolution of the Council of Ministers of the Republic of Belarus No. 91 of February 13, 2025 “On the Procedures for the Establishment of Quotas and Their Fulfillment” approved the Regulation on the procedure for the establishment of quotas by employers for the employment of persons with disabilities and their fulfillment, as well as the submission by employers of information on the allocation and (or) creation of jobs for employment and employment of persons with disabilities against the quota.
According to the Regulation, quotas will be set for employers of all forms of ownership with the number of employees from 100 people, except for public associations of people with disabilities and organizations formed by them, non-profit organizations, budgetary organizations and other organizations receiving subsidies, whose employees are equated in terms of remuneration to employees of budgetary organizations.
Quotas for hiring persons with disabilities for 2025 will be set by decisions of the Minsk City Executive Committee, city (cities of regional subordination), and district executive committees no later than April 1, 2025. Decisions on the number of quotas for the next year for a particular employer will be made annually no later than December 31 of the current calendar year.
Creating conditions for employment of persons with disabilities makes an important contribution to the achievement of the Sustainable Development Goals 8, 10 and the other SDGs by the Republic of Belarus.
