Approaches to measuring multidimensional poverty and well-being were discussed at a meeting of the intersectoral group on monitoring and evaluation of the achievement of the SDGs

On November 14, 2024, the National Statistical Committee of the Republic of Belarus (Belstat) held a meeting of the intersectoral group for monitoring and evaluating the achievement of the SDGs of the Council for Sustainable Development. The meeting was attended by representatives of Belstat, the Ministry of Economy, the Ministry of Natural Resources, the Ministry of Housing and Public Utilities, the Ministry of Labor, the Ministry of Internal Affairs, the Ministry of Communications, the Ministry of Health, regional executive committees, UNDP and UNFPA.

During the meeting, Belstat presented the results of the assessment of the Republic of Belarus’ progress in achieving the Sustainable Development Goals by the end of 2023. It was noted that 80.5% of SDG indicators demonstrated significant progress and achievement of high results. Among the Sustainable Development Goals, the country has demonstrated the greatest progress in the SDG 1, 8, 9, 12, 15. The SDG indicator availability rate was 94%. It is one of the highest results in the world.

As part of the consideration of approaches to measuring multidimensional poverty, UNDP in the Republic of Belarus informed the meeting participants about international experience in this area in the region of Eastern Europe and Central Asia. The 2024 review study on measuring multidimensional poverty in the region, conducted by the UNDP Regional Office (Istanbul), highlights the importance of developing national multidimensional poverty indices (MPIs) that complement existing monetary measures and focus on the realities of each specific country.

Belstat presented methodological approaches to calculating the national MPI for the Republic of Belarus, developed with the support of UNDP in 2023-2024. The calculations of this index were based on data from a sample survey of households on living standards. They showed a low level of multidimensional poverty in the country, which is consistent with the trend of reducing the level of absolute poverty in Belarus. The National MPI made it possible to calculate SDG indicator 1.2.2 and post it on the National platform for reporting indicators of Sustainable Development Goals. The meeting participants exchanged views on further work in this area.

Belstat also informed about international approaches to measuring well-being, the experience of the Netherlands, Ireland, Italy and other countries. The participants discussed the prospects for developing a national system for measuring well-being in the Republic of Belarus.
