On November 3, 2025, Belarus presented its fourth National Report (Universal Periodic Review (UPR))<\/a> at the 50th session of the Universal Periodic Review Working Group of the Human Rights Council in Geneva.<\/p>\n\n\n\n

The UPR provides an opportunity for each UN Member State to announce actions taken to improve the human rights situation, as well as to fulfill its obligations.<\/p>\n\n\n\n

The Report was prepared by the Ministry of Foreign Affairs of the Republic of Belarus in accordance with Human Rights Council resolutions 5\/1 and 16\/21, taking into account the implementation of recommendations adopted by the Republic of Belarus after the completion of the third UPR cycle in 2020<\/a>, and recommendations addressed to the Republic of Belarus by the human rights treaty bodies in the period from 2021 to 2024.<\/p>\n\n\n\n

The representative delegation of Belarus was formed to present the fourth UPR and conduct a dialogue within the framework of the 50th session of the UPR Working Group of the Human Rights Council. The delegation included the Commissioner for Religious Affairs and Nationalities of the Council of Ministers of the Republic of Belarus, representatives of the Prosecutor General’s Office of the Republic of Belarus, National Statistical Committee of the Republic of Belarus, Ministry of Foreign Affairs of the Republic of Belarus, Ministry of Information of the Republic of Belarus, Ministry of Labor and Social Protection of the Republic of Belarus, Ministry of Justice of the Republic of Belarus.<\/p>\n\n\n\n

During his speech, the Deputy Minister of Foreign Affairs of the Republic of Belarus Igor Sekreta highlighted Belarus’ efforts to fulfill its international obligations both in the field of human rights protection and the Sustainable Development Goals (SDGs) achievement.<\/p>\n\n\n\n

“Belarus is a socially oriented state where people, their interests and needs are at the center of attention,” Igor Sekreta said. \u201cBelarus faithfully fulfills its obligations under international treaties to which it is a party. Adheres to the schedule of periodic reporting to the treaty bodies and has no arrears. Since the third UPR cycle, Belarus has successfully defended periodic reports in the Committee on Economic, Social and Cultural Rights, Committee on the Elimination of Racial Discrimination, Committee on the Rights of Persons with Disabilities, Committee on the Elimination of Discrimination against Women. We also passed the Third Voluntary Review on the Belarus’ achievement of the Sustainable Development Goals, which took place on the side of the July 2025 Political Forum on Sustainable Development in New York.”<\/em><\/p>\n\n\n\n

The Deputy Minister of Foreign Affairs of the Republic of Belarus emphasized the effectiveness and validity of the implemented state policy, which is confirmed by international indicators and ratings.:<\/p>\n\n\n\n
