On April 22, 2026, the thematic meeting of the Council for Sustainable Development dedicated to the 40th anniversary of the Chernobyl nuclear power plant disaster was held in Minsk.<\/p>\n\n\n\n

The meeting of the Council for Sustainable Development was opened by Vladislav Tatarinovich, National SDG Coordinator, Minister of Finance of the Republic of Belarus.<\/strong> He highlighted the importance of the UN General Assembly resolution proclaiming April 26 as the International Chernobyl Disaster Remembrance Day, which serves as an annual reminder of the large-scale economic, social, and psychological consequences of the accident at the Chernobyl Nuclear Power Plant (CNPP) that affected many countries, and to the greatest extent, the Republic of Belarus. The National SDG Coordinator emphasized the important place of the Chernobyl issue in the state policy of the Republic of Belarus. He noted the effectiveness of the efforts made at the state level to recover the affected territories, ensure decent living conditions for people, and promote the sustainable development of the areas affected by the CNPP accident.<\/p>\n\n\n\n

Maxim Ryzhenkov, Minister of Foreign Affairs of the Republic of Belarus,<\/strong> in his statement, noted the significant achievements of Belarusian specialists in addressing environmental issues, developing infrastructure, constructing housing, providing medical rehabilitation, and creating conditions for comfortable living in the areas affected by the CNPP accident. He emphasized that such results had been achieved thanks to the consistent state policy aimed at reviving the affected regions and the attention of the Head of the State to the implementation of targeted state programmes. The Minister highlighted the experience of the Republic of Belarus in studying the consequences of radiation exposure, which is in high demand by the international scientific community. He expressed gratitude to international partners for their support in the rehabilitation of citizens of the Republic of Belarus, especially children living in contaminated areas, and in the recovery of the affected territories. M.V. Ryzhenkov called on international partners to continue cooperation on the Chernobyl issue and to refrain from politicizing this matter.<\/p>\n\n\n\n

The development of the economy using nuclear energy is a global trend. Even those countries that actively abandoned nuclear power plants at the end of the 20th century under pressure from the greens are now moving to resume their nuclear programs.<\/p>\n\n\n\n

The construction and commissioning of the Belarusian Nuclear Power Plant (BelNPP) marked the beginning of a new stage in the development of Belarus, strengthening not only the country’s energy security, but also becoming a key factor in shaping its future trajectory as a modern, high-tech state.<\/p>\n\n\n\n

Denis Moroz, Minister of Energy of the Republic of Belarus,<\/strong> noted the efforts of the Republic of Belarus to ensure a high level of safety at the BelNPP, the construction project of which was implemented in partnership with the State Atomic Energy Corporation \u201cRosatom\u201d. He provided information on the positive aspects of the BelNPP operation in terms of reducing environmental impact (40% of all electrical energy consumed by the Republic of Belarus is produced at the BelNPP), as well as on the advantages of using nuclear energy for the power sector and related industries, which contribute to the sustainable development of the Republic of Belarus. The Minister noted the growing interest of foreign states in the Belarusian experience gained during the construction and operation of the BelNPP. Denis Moroz informed about the plans for the further development of the national power sector, including exploring the possibility of implementing joint projects with the State Atomic Energy Corporation \u201cRosatom\u201d to construct the third power unit at the Belarusian NPP site and to build a second nuclear power plant in the country. He emphasized that the Republic of Belarus consistently takes all necessary measures to ensure the safe and reliable operation of the NPP.<\/p>\n\n\n\n

Kamal Kishore, Special Representative of the UN Secretary-General for Disaster Risk Reduction and Head of the United Nations Office for Disaster Risk Reduction, <\/strong>in his video message, emphasized the significance of the 40th anniversary of the Chernobyl disaster and expressed his gratitude for the invitation to address the CSD meeting. He noted that the tragedy continues to have long-term consequences for people, the environment, and socio-economic development. He highlighted the importance of investing in disaster prevention and managing technological and industrial risks, recalling the key role of the Sendai Framework for Disaster Risk Reduction 2015\u20132030, and noting the progress of Belarus in this area. The Special Representative proposed three areas for further action, including strengthening all aspects of disaster risk governance, expanding investments to enhance resilience, and developing multi-hazard early warning systems and risk information for universal coverage. He stated that the 40th anniversary of the Chernobyl disaster serves as an occasion to unite the efforts of all countries concerned for a safer and more sustainable future.<\/p>\n\n\n\n

Belarus is working responsibly to reduce the risk of natural disasters, including in the context of the consequences of the Chernobyl accident, by consistently strengthening national prevention and response mechanisms. The country has implemented six state programs to overcome the consequences of the Chernobyl disaster and the socio-economic development of the affected regions. Today, Belarus has the State program “Public Safety Infrastructure” for 2026-2030, which is a continuation of the state policy on solving the problems of the “nuclear legacy”. The program ensures the integration of management of the modern post-Chernobyl situation into a single system of comprehensive nuclear and radiation safety, forming a sustainable and long-term model of protection of the population and territories.<\/p>\n\n\n\n

Igor Petrishenko, First Deputy Secretary General of the CIS,<\/strong> thanked the CSD for the attention paid to the issues of overcoming the consequences of the CNPP accident. He provided information on the CIS lines of work aimed at minimizing and overcoming the consequences of the CNPP accident, as well as on the achievements in this area, noting the well-established cross-country cooperation in information exchange and specialist training, along with the binding and coordinating role of the relevant Interstate Council for Natural and Technological Emergencies operating within the CIS framework. He highlighted the need to expand international cooperation in the nuclear field and reported on the approval by the CIS Economic Council of the main directions of cooperation among the CIS Member States in the field of radioactive waste and spent nuclear fuel management and decommissioning of nuclear and radiation hazardous facilities for the period up to 2030. He emphasized that nuclear and radiation safety is a transboundary issue and must be regularly included in the agenda of international organizations, with continuous attention of the global community drawn to nuclear energy.<\/p>\n\n\n\n

Nuclear energy requires special, increased attention to safety issues. In this regard, modern nuclear power plants of the new generation, including the BelNPP, have implemented multi-level protection systems, the quantity and quality of which guarantee a high level of safety and operational stability.<\/p>\n\n\n\n

Sergey Bobovich, Director General of the State Enterprise \u201cBelarusian Nuclear Power Plant\u201d,<\/strong> presented information on the activities and key characteristics of the BelNPP to the CSD meeting participants, emphasizing the safety of both the plant itself and its site. He provided detailed information on the safety systems at the plant that ensure the reliable and sustainable operation of this facility. He noted the significance of Belarus cooperation with the International Atomic Energy Agency (IAEA), the World Association of Nuclear Operators (WANO), and the WANO Moscow Centre. He provided information on the personnel training system, which ensures a high level of professional competence among the plant’s employees, as well as on the contribution of the Belarusian NPP to the socio-economic development of the city of Ostrovets.<\/p>\n\n\n
