On July 23, 2024, the Code on Architectural, Urban Planning and Construction came into force in Belarus, summarizing almost all fundamental acts regulating the procedure for the construction of facilities at all stages, from the idea to acceptance into operation.
The Code includes all current principles and norms previously found in decrees and regulations in the field of architectural and construction activities, as well as a number of innovations. The main innovation of the Code is the simplification of requirements for architectural, urban planning and construction activities. In particular, approaches to the acceptance of facilities into operation and work with long-term construction projects were changed, responsibilities were redistributed, requirements for obtaining permits for construction and performing current repairs were simplified, a simplified procedure for suspending construction and mothballing was defined, as well as conditions for the construction and reconstruction of individual residential buildings and non-residential capital buildings of the fifth complexity class were determined.
The Code also includes a number of information resources for financial construction in the Republic of Belarus – the geoinformation system “Gosstroyportal”, the information system “Unified Register of Capital Construction Projects”, and the State Urban Development Cadaster.
The implementation of the provisions of the Code on Architectural, Urban Planning and Construction will contribute to the achievement of the Sustainable Development Goals 9, 11 and the other SDGs by the Republic of Belarus.
