On August 27 – 29, 2024, a High-Level Meeting of the Network of Experts on Multidimensional Poverty was held in Tashkent.
During the session dedicated to the development of national indices of multidimensional poverty, the First Deputy Chairperson of the National Statistical Committee of the Republic of Belarus Elena Kukharevich presented the experience of Belarus in developing methodological approaches to calculating the National Multidimensional Poverty Index.
In her speech, she noted that in order to select the most significant indicators for the country and determine standards that can be used as poverty limits, various program and strategic documents that define key areas of development in the medium and long term were analyzed. The calculation results for 2023 showed that the Multidimensional Poverty Index was 0.021 for households and 0.01 for the population. This indicates a low level of multidimensional poverty in Belarus. In addition, Elena Kukharevich drew attention to the reduction in the level of absolute poverty. The share of the country’s population living below the national poverty line has decreased to 3.6% (according to data for 2023) with the established limit by 2030 – 4%.
Within the framework of the High-Level Meeting, a meeting was also held between representatives of the National Statistical Committee of the Republic of Belarus and experts from the Oxford Poverty and Human Development Initiative (OPHI). Participants discussed further steps to validate the indicators used to assess the National Multidimensional Poverty Index.
Support for the participation of the Belarusian delegation in the Meeting was provided by the United Nations Development Program in Belarus within the framework of the Joint Project “Support to the Efforts of the Republic of Belarus in Nationalization and Localization of SDGs”, funded by the Government of the Russian Federation.
The development of methodological approaches to calculating the National Multidimensional Poverty Index allows obtaining timely statistical data for developing a national poverty reduction policy and makes an important contribution to the achievement of the Sustainable Development Goal 1 and the other SDGs by the Republic of Belarus.
