In 2024-2025, with the support of the United Nations Development Programme (UNDP), Belarus developed draft regional strategies for sustainable development for all regions of the Republic of Belarus for the period up to 2040 (RSSD). The strategies are aimed at a balanced solution to economic, social and environmental challenges through the most rational and efficient use of the available resources and capabilities of the regions, considering the provisions of the National Strategy for Sustainable Development of the Republic of Belarus until 2040 and the Sustainable Development Goals.
The RSSD play an important role in localizing the Sustainable Development Goals, adapting global targets to the specifics of the Belarusian regions. They contribute to the integration of the SDGs into regional policies, programs and plans, forming a solid foundation for sustainable local growth.
The strategies were developed by a wide range of stakeholders, including representatives of local government and self-government, the scientific community, business and public organizations.
To formulate the vision of the future development of the regions and defining the main directions of their sustainable development, including in the field of technological, innovative, investment development, green and circular economy, green urban planning workshops of the future and strategic sessions were held in all regions of the country with the support of the UNDP.
The Regional Executive Committees of the Brest, Gomel, Grodno, Mogilev, Minsk, and Vitebsk regions have officially approved:
Each of the documents reflects the potential, main problems of a particular region, priorities and practical steps that need to be taken to achieve sustainable development of the region in the medium term (2025-2030) and long-term (up to 2040) perspective.
The RSSD identifies the following priorities for the Brest region: human capital development and quality of life growth, smart management and digital transformation of development, geographically oriented development, increasing the competitiveness of the industrial complex, greening of regional development.
The following development priorities have been identified in the RSSD of the Gomel region: development of production potential, technological renewal based on digital technologies, creation of new industries, provision of labor resources, formation of a favorable investment climate, preservation and multiplication of human potential, improvement of environmental sustainability, improvement of sustainability of the development of territories affected by the Chernobyl disaster.
In order to achieve the desired development level of the Grodno region by 2040, the following priorities have been identified in accordance with the NSSD-2040: preservation and multiplication of human capital, development of the region’s production potential and technological renewal, creation of new industries, promotion of entrepreneurial and innovative activity, increasing the scientific and production potential and level 3 technological developmen, improving the environmental sustainability and promoting the ideas of green growth.
The RSSD of the Mogilev region is based on a sustainable development model that takes into account the environmental and digital transformation of development processes, ensures an increase in the quality of life of the population, the development of a business environment, and the comprehensive harmonious development of a person as a person who forms a humane and just society, as well as shows a responsible attitude to the environment, focused on preserving natural resources for future generations.
The key priorities of the RSSD of the Minsk region are: developing of human capital and labor potential, ensuring innovation-oriented economic growth, developing investment activities and innovative systems, unlocking the potential of small and medium-sized businesses, rational use of natural resources and ensuring environmental safety.
The key components of the RSSD of the Vitebsk region are the development of human potential, concentration of resources in the most promising areas of economic activity, and cooperation of all stakeholders.
The development of the RSSD was carried out with the support of the UNDP within the framework of the Joint Project ” Support to the Efforts of the Republic of Belarus in Nationalization and Localization of SDGs”, funded by the Russian Federation.
